Contoh sebenarnya cukup relevan dengan isu yang sering dibicarakan belakangan ini, yaitu transisi energi dan arah kebijakan energi di Indonesia. Nah, tapi kali ini adalah HVO atau Hydroxid Refrigerable Oil. Di Indonesia sendiri, HVO itu mulai dikenal lewat Renewable atau Biodiesel milik Pertamina. Nah, kalau cuma dilihat sekilas, HVO itu memang kesannya cuma seperti solar biasa. Tapi, sebenarnya HVO itu punya peran yang cukup menarik. Ia itu bisa hadir sebagai solusi transisi energi yang relatif praktis. Praktis karena ia bisa membantu menurunkan emisi tanpa perlu repot ganti mesin ataupun infrastruktur sudah ada. Nah, kalau bicara soal potensinya, Indonesia sebenarnya punya banyak modal awal. Sebagai produsen kelapa sawit terbesar di dunia, Indonesia punya pasokan minyak nabat yang sangat besar, yang bisa dimanfaatkan sebagai bahan baku utama HVO. Selain itu, ada juga potensi dari use cooking oil, atau seringkali disebut UCO juga, dan libah sawit yang sampai sekarang masih belum dimanfaatkan secara maksimal. Nah, kalau dari sisi kebijakan sendiri, pemerintah juga terlihat cukup konsisten dalam mendorong penggunaan bahan bakar nabati. Mulai dari implementasi B30, rencana transisi ke B40, dan sampai target menuju B50, semuanya ini menunjukkan arah kebijakan yang cukup jelas untuk menekan emisi di sektor energi. Implementasi ini menggunakan yang namanya FAME atau fatty acid methyl ester, yang merupakan biodiesel berbasis minyak labati yang dihasilkan melalui proses transesterifikasi. Menariknya lagi, SEO ini punya karakter sebagai drop-in fuel, artinya bahan bakar ini bisa langsung digunakan tanpa perlu modifikasi mesin. Buat sektor industri yang sangat bergantung pada diesel, ini tentu bisa jadi nilai tambah tersendiri. Tapi tentu saja, potensi besar tidak selalu berarti adopsi yang mudah. Dibandingkan dengan segmen konsumen pelanggan retail, penggunaan SVO lebih relevan untuk segmen perusahaan pada sektor-sektor industri yang memiliki tekanan dekarbonisasi tinggi, seperti pertambangan, datacenter, transport saksi berat, dan sektor industri lainnya. Di sektor-sektor ini, keputusan penggunaan bahan bakar bukan hanya soal harga per liter, tapi juga soal emisi, kepatuhan terhadap sandar ISG, serta dampaknya terhadap reputasi perusahaan dalam jangka panjang. Dari sisi infrastruktur, Indonesia juga mulai menunjukkan keperkembangan yang cukup positif. Pertamina telah mengoperasikan fasilitas HVO dan Sustainable Aviation Fuel atau SRF di Cilacat, termasuk pengembangan yang berbasis used clean oil. Supaya implementasi HVO bisa berkembang lebih luas di Indonesia, ada beberapa hal yang perlu dipersiapkan. Yang pertama, itu adalah kejelasan kebijakan. Pemerintah perlu memperjelas posisi HVO dalam kerangka energi nasional. Apakah akan menjadi pelengkap biodiesel seperti FAME? Atau difokuskan sebagai solusi untuk sektor tertentu? Skema mandatory terbatas, misalnya untuk solar non-subsidi atau sektor industri berat, bisa menjadi langkah awal yang cukup realistis. Kedua, dukungan dari sisi keekonomian. Tanpa adanya mekanisme insentif, baik grup subsidi suisi harga, tax credit, maupun skema berbasis pengurangan emisi, SVO akan sulit bersaing dengan sebuah fosil yang masih disubsidi. Ketiga, kesiapan feedstock dan rata kelola. Pengelolaan use cooking oil, penerapan standar kualitas bahan baku, serta kepastian pasokan perlu dibangun secara lebih terstruktur agar biaya produksi bisa ditekan dan skala produksi dapat meningkat. Nah, yang terakhir itu adalah edukasi pasar. Industri perlu melihat SVO tidak hanya dari sisi harga per liter, tetapi juga dari manfaat jangka panjangnya, seperti pengurangan emisi, potensi efisiensi mesin, dan peningkatan kredibilitas ESG. Secara keseluruhan, SVO menawarkan peluang yang cukup menarik dalam proses transisi energi di Indonesia. SVO bukan hadir untuk langsung menggantikan bahan-bahan fosil, tetapi berperan sebagai jembatan transisi menuju sistem energi dengan emisi yang lebih rendah.
